Message	car seat shoulder height adjustment's max out or the child exceeds car seat weight limit. I think the weight limit on mine is 80lbs. I think the booster ensures the seat belt crosses the chest in the correct area. Front seat is a terrible location for a child but Florida allows it, along with riding motorcycles without a helmet....
